記事にあるリンクのドメインはna.alienwarearena.comになってますけど、これは北米(na=North America)ユーザー向けのドメインなので、日本からのアクセスではいろいろと制限に引っ掛かる可能性があります。
日本からアクセスするにおいては、グローバル版のwww.alienwarearena.comドメインでアカウント作って、na限定の企画ページにアクセスするときだけ例外的に利用するのが問題になりにくいのではないかと感じます。
単純にドメイン分散すると行動を監視するreCAPTCHAに引っ掛かりやすい気もしますし。

アクセス制限に関係しそうなのはこのくらいでしょうか。
こちらではこの使い方でこれまで問題が起きたことはありません。
私も今アカウントを新規作成して取得を試みたところ
みなさんと同じエラーメッセージが表示されもらえませんでした
webブラウザを変えてみて(chromeとfirefox)でやってみたのですが同様でした
いくつかのアカウントで試したんですけど、貰えるアカウントと貰えないアカウントがありました。
理由がさっぱりわかりません。
キーの減り方からして他にも同じ症状の人がいそうですね。
ONLY 1499 KEYS LEFTで今は普通にもらえましたね。

私もAlienwareは同じエラーでダウンロードできず、「ONLY 2583 KEYS LEFT!」でした。
ちなみにTier1ユーザーです。
Alienwareの方はONLY 3273 KEYS LEFT!
